中-非清洁能源合作发展研讨会 ----2017 SNEC边会 最新议程

会议背景:

应对气候变化南南合作是我国在气候变化领域的重要工作之一。非洲以太阳能、风能、生物质能为主的清洁能源资源丰富,但由于受到技术水平和基础条件等方面的限制,未能充分利用。另外一方面,很多非洲国家深受能源短缺尤其是电力短缺的困扰。因此,非洲国家热切的希望在气候变化南南合作框架下引入可再生能源技术。我国经过多年的发展,不仅形成了较完备的可再生能源产业链条,而且部分技术已经处于全球领先水平。为了更好的推动应对气候变化南南合作,增加非洲国家抵御和减缓气候变化带来的不利影响,增加非洲使用可再生能源的比例,我国希望将部分适用的可再生技术引进到非洲。因此,与广大非洲国家合作开展可再生能源利用示范工程,不仅符合非洲国家对可再生能源的热切期望,也符合我国开展应对气候变化南南合作的基本目标。

然而,我国与非洲国家开展可再生能源示范工程存在着不少的问题,包括如何选择合适的非洲国家、如何确定合适的可再生能源利用技术、如何克服在非洲国家建设可再生能源的技术、政策障碍以及如何确定具体的实施路径、如何推动可再生能源在非洲的市场化和商业化等。这些问题的研究与解决对非洲国家利用可再生资源具有重要的指导意义。

中非能源合作是当今国际能源合作最受关注的议题之一。为更好地服务于中国可再生能源企业深度了解非洲可再生能源市场、政策和投资机遇,并参与到非洲可再生能源基础设施和项目开发建设当中的需求,切实推动中国新能源“走出去”,促进中非清洁能源领域合作可持续进行,中国循环经济协会可再生能源专业委员会(CREIA)、世界自然基金会(WWF)和中国可再生能源企业家俱乐部(CREEC)在第十一届(2017)国际太阳能产业及光伏工程(上海)展览会暨论坛(SNEC)期间联合举办“中-非清洁能源合作发展研讨会”,就如何解决中非可再生能源领域合作障碍、促进非洲地区能源可及性和先进可再生能源技术的普及、进一步发掘中非清洁能源合作机遇、更快实现中非应对气候变化战略目标和绿色未来等议题进行深入探讨并提出建议。

Meeting background:

In response to climate change, South-South cooperation is one of the important tasks in China’s climate change governance. Africa is rich in clean energy resources such as solar, wind and bioenergy, but due to the technical level and basic conditions and other restrictions it failed to make full use of them. On the other hand, many African countries are plagued by energy shortages, especially electric power shortages. As a result, African countries are keen to introduce renewable energy technologies under the framework of climate change South-South cooperation. After years of development, China has not only formed a relatively complete industrial chain of renewable energy, but also some of the technology has been in leading level all over the world. In order to better promote climate change South-South Cooperation, strengthen the ability of African countries to resist and retard the adverse effects of climate change, increase the proportion of renewable energy use in Africa, China hopes to introduce relevant applicable renewable technology to Africa. Therefore, in cooperation with African countries to carry out the demonstration projects taking use of renewable energy, is not only in line with the African countries looking for renewable energy, but also in line with China’s basic goal of South-South cooperation to fight against climate change.

However, China and African countries have problems to carry out demonstrative projects, for instance how to choose appropriate African countries, how to determine the suitable technology, how to overcome the obstacles in technique and policy, how to decide the specific implementation path, and how to promote the marketization and commercialization of renewable energy in Africa. The research and solution of these problems has important guiding significance for using renewable resources in African countries.

Energy cooperation between China and Africa is one of the most concerned topics in international energy cooperation. In order to better serve renewable energy enterprises, make them obtain understanding in depth of Africa renewable energy market, policy and investment opportunities, participate in the development and construction of African renewable energy infrastructures and projects, effectively promote  Chinese new energy "go abroad", promote sustainable cooperation between China and Africa in field of clean energy, Chinese Renewable Energy Industries Association(CREIA), World Wide Fund(WWF), and China Renewable Energy Entrepreneurs Club(CREEC) will hold China-Africa Clean Energy Cooperation Seminar during the Eleventh (2017) International Solar Industry and Photovoltaic Engineering (Shanghai) Exhibition and Forum (SNEC). It will conduct deep discussion and put forward some suggestions on how to remove the obstacles in China and Africa renewable energy cooperation, how to improve Africa energy availability, popularity and advanced technology, how to further explore cooperation opportunities between China and Africa in clean energy, and how to faster achieve the strategic objectives to cope with climate change and green future.

Thematic discussion:

Energy cooperation between China and Africa is one of the most concerned topics in international energy cooperation. After years of rapid development, how to carry on clean energy cooperation between China and Africa is worth discussing and thinking at present. In the future process of renewable energy cooperation, how to play an appropriate role as investor, project developer or cooperative partner and be more involved in depth of the African renewable energy will be a new opportunity and challenge for Chinese enterprises. This session will discuss the problems, obstacles and solutions in the process of the construction of renewable energy in Africa.
